Oily skin gets treated like a hygiene problem. It isn't. Sebum output is largely androgen-driven and mostly genetic, which is why the person washing their face four times a day is often the shiniest one in the room by 2pm, and why every "mattifying" claim that promises to fix the underlying production is selling you something it cannot deliver.
What actually goes wrong in oily skin is narrower than the volume of oil. Two things, really. The lining of the follicle starts shedding cells faster than it clears them, which is follicular hyperkeratinisation, and the sebum itself changes composition: squalene oxidises, linoleic acid drops, and the mixture gets stickier and more comedogenic than the sebum on a non-acne-prone face. Put those together and you get a plug. The plug is the problem. The oil is just the medium it forms in.
Salicylic acid is one of a very small number of molecules that can physically get to where that's happening.
What it's actually doing in the follicle

It's a beta hydroxy acid, which in cosmetic usage is a phrase that means salicylic acid and essentially nothing else. The structural detail that matters is that the hydroxyl sits on a benzene ring next to a carboxyl group, and the ring makes the whole molecule lipophilic. Glycolic acid, by contrast, is small and water-loving and stays where the water is, which is the skin surface.
So salicylic acid partitions into sebum. It goes down the follicle rather than sitting on top of it. Once inside, it works by loosening the intercellular cement holding corneocytes to each other, weakening the adhesion that keeps the plug intact, which is why dermatology calls it comedolytic rather than just exfoliating. Reducing the inflammatory component of a papule is quietly one of the better arguments for salicylic acid in pigmented skin.
And at the low pH it needs anyway, it's mildly antibacterial. That's a bonus, not a mechanism to build on.
The claim it can't support
Salicylic acid does not reduce sebum production.

I want to be blunt about this because "oil control" language is everywhere and it's misleading. It clears sebum that's already there, it keeps the follicle from plugging, and the visible result is often less shine, which people reasonably interpret as less oil. But the sebaceous gland is producing exactly as much as it was. The things that actually reduce output are isotretinoin, hormonal agents like combined oral contraceptives and spironolactone, topical clascoterone, and to a small degree niacinamide. A BHA is not on that list and no formulation trick puts it there.
Which means the honest version of the benefits of salicylic acid for oily skin is: fewer blackheads, fewer closed comedones, smaller-looking pores because the plug that was stretching them open is gone, less inflammatory acne, and a smoother surface. That's a lot. It just isn't sebum suppression.
Face wash, toner, or serum

This is the question most people are actually asking, so let me answer it directly and then justify it.
A salicylic acid face wash for oily skin is the right starting point for most people and the wrong finishing point for anyone with persistent comedones.
Contact time on a cleanser is somewhere between twenty and sixty seconds, and then you rinse most of it off. Some follicular delivery happens in that window, more than skeptics allow, less than the marketing implies. What a salicylic cleanser genuinely does well is remove the surface film of oxidised sebum and sunscreen without stripping, and it's forgiving enough to use daily from day one, which matters because tolerance is the whole game with acids.
A leave-on product at 0.5% to 2% is where the comedolytic work happens properly. If you have blackheads on the nose that have survived a year of face washes, this is what you were missing. The best salicylic acid serum for oily skin is not necessarily the strongest one, incidentally: 2% irritates more than 1% and the dose-response curve for comedolysis flattens out faster than the irritation curve does. Start at the lower end.
Toners sit somewhere in between and are mostly a delivery preference. Nothing wrong with them.
pH, vehicle, and the willow bark problem

Salicylic acid has a pKa of roughly 3. Below that, most of it exists as free acid and can cross the barrier. Vehicle matters too, because salicylic acid barely dissolves in water. Hydroalcoholic and glycol-based systems deliver it well but can dry you out. Newer aqueous formulations using solubilisers are gentler and generally slower.
Then there's willow bark extract, and I'll say this plainly: it is not salicylic acid and brands using it as a stand-in know that. Willow bark contains salicin, which needs metabolic conversion to become salicylic acid, at concentrations that are trivial by the time it's in a finished cosmetic. It's a fine soothing ingredient. It is not a comedolytic and calling a willow bark toner a "natural BHA" is marketing that survives only because nobody checks.
Look for a supporting cast rather than a hero-ingredient monologue, too. Niacinamide alongside it is a sensible pairing. Panthenol and glycerin offset the drying. A short ingredient list where the salicylic acid is above the fragrance beats a long one where it's buried at the bottom.
How to use it without wrecking your barrier

Three nights a week for the first fortnight. If nothing is complaining, move to alternate nights. Daily leave-on salicylic is fine for some oily skins and too much for plenty of others, and there's no prize for getting there fast.
Expect things to look worse somewhere between week two and week four. This one is real, unlike most purging claims: a comedolytic brings subclinical microcomedones to the surface, so lesions that were always forming just become visible on a compressed timeline. If you're still breaking out at week eight, that's not purging, that's the product not working.
Don't stack it with a retinoid on the same night while you're establishing tolerance. Later, once both are settled, alternating nights works well and the combination covers more of acne pathogenesis than either alone. Benzoyl peroxide is compatible, just not in the same layer. Physical scrubs on top of a chemical exfoliant is how people end up with a compromised barrier and more oil than they started with, since stripping reliably makes an oily face oilier within a couple of weeks.
Moisturise anyway. Oily skin still loses water across the barrier, and skipping moisturiser because you're shiny is one of the most common self-inflicted problems in this category.
Sunscreen every morning, non-negotiable, and more so once you're exfoliating.
Who it suits, and who should skip it

If you have blackheads, closed comedones, enlarged-looking pores, or mild to moderate inflammatory acne on oily or combination skin, salicylic acid is close to a default recommendation and the cheapest useful thing you can buy.
Skip it, or at least ask someone first, if you have a known aspirin or salicylate sensitivity. Skip it if your skin is currently raw from something else, because a barrier that's already breached doesn't need a keratolytic. If you're pregnant, low-concentration topical use on the face is generally considered acceptable but the advice varies and it's worth a two-minute conversation with your doctor rather than a two-hour one with the internet. And if you're using it over large areas of the body, particularly on children, be aware that systemic absorption is a real phenomenon and salicylism, while rare, exists.

Dry or genuinely sensitive skin should probably look at PHAs like gluconolactone instead. Larger molecule, slower penetration, considerably less complaint from the barrier.
